The Senior Enterprise Analysis Manager supervises and manages a group of Business/Systems Analysts (BSA). The BSA team enables change by defining needs and recommending solutions that deliver value to King County stakeholders. This role is pivotal in managing team members directly, staffing various projects, and maintaining and improving the overall service offerings provided by the BSA team. As a strategic leader, this position will collaborate with King County customers, KCIT leadership, Customer Success Managers, cross-functional teams, and technical experts to deliver innovative solutions and align technology strategies with organizational goals. This position demands a dynamic leader who can motivate and mentor team members, set clear goals and expectations, provide performance management, and serve as a trusted escalation point—all while championing excellence in customer experience.

Job Duties

Supervisory

  • Oversees team of analysts in our Business Advisory Services division.
  • Analysts may serve in traditional analysis roles, change management analyst roles, or in Scrum Master or Proxy Product Owner roles on Scrum teams. Leads and mentor staff.
  • Sets objectives and goals for team.
  • Manages, monitors and reports performance.
  • Conducts performance appraisals, provide coaching and feedback, and related personnel management.
Collaboration
  • Liaises with Technology and Business Managers to develop clear and efficient methods of staff development, customer service communications, product planning, prioritization and delivery.
  • Provides consultant, engages, interacts and manages customer relationships to ensure expectations are well defined, met/exceeded, and clearly communicated.
  • Ensures prompt, complete, and clear customer communication.
Analysis
  • Is responsible for the evaluation of resource requests and the quality of the effective analysis strategies to execute work and deliver solutions.
Vision
  • As the leader of the Analysis team, builds an understanding and cultivates a departmental and/or customer vision for products, projects, and initiatives – leveraging product/portfolio roadmaps, organizational priorities, project business cases, etc. to drive work further with clarity and consensus.
  • Makes recommendations on and facilitate changes to methodologies, processes and procedures, specifically analysis tools, techniques, and work product.
  • Delivers technical and non-technical presentations, proposals and briefings.

Experience, Qualifications, Knowledge, Skills

  • At least seven years of experience in a business or technology role delivering business solutions and software development products/projects
  • Three years of leadership experience with a team of analysts or like-role
  • Demonstrated ability in establishing and maintaining effective relationships with agency partners, building trust and rapport, gaining respect
  • Ability to develop and oversee priority setting and the implementation of work plans in a well-organized manner, with competing project priorities, anticipating and adjusting for problems and roadblocks
  • Fluent in Agile concepts and principles
  • Expertise with Azure DevOps or other Requirements Management tool
  • Skill in clearly articulating technical information to a wide audience of business leaders, IT professionals, and non-technical personnel in a manner that is understandable to all
  • Demonstrated ability to make good decisions about how potential ideas will play out based upon a mixture of analysis, wisdom, experience and judgment.
  • Skill in negotiation and the ability to work collaboratively, maneuvering through complex situations effectively getting things done both through formal and informal channels.
  • Expert facilitation and advanced communication skills. Demonstrated ability to correspond verbally and in writing to customers and coworkers at all levels.
  • Skill in clearly articulating technical information to a wide audience of business leaders, IT professionals, and non-technical personnel in a manner that is understandable to all.
  • Both verbal and written skills to develop documentation, presentations, and reports that can be used for analysis and/or to mentor and train others.
  • Demonstrated ability to design, collaborate and deliver services from ideation to production. Sought by others for advice and solutions, making good decisions and/or stepping up to conflicts using rigorous logic and methods to solve difficult problems with effective solutions.
  • Ability to analyze business requirements, investigate issues, and implement solutions to meet business requirements. Propose changes that would streamline and optimize business processes.
  • Demonstrated ability to design, collaborate and deliver services from ideation to production. Sought by others for advice and solutions, making good decisions using rigorous logic and methods to solve difficult problems with effective solutions.
Desirable Qualifications
  • IIBA Membership and tracking advancement to completion of certification of CCBA or CBAP
  • Completion of IIBA Endorsed Education Provider certification also acceptable
  • Scrum (e.g. CSM and/or CSPO), SAFe, or Change Management certification(s)

Supplemental Information

Hybrid Work: KCIT works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is the Chinook Building, 401 5th Ave, Seattle, WA 98104.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Work Schedule: The normal workweek for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m.

FLSA Status: This position is FLSA Exempt and is not eligible for overtime pay

Duration: This Special Duty Assignment is estimated for 6 months (but may be subect to change)
